Lighthouse is a good idea, but on one of the higher levels- the last thing we need is one of your group seeing us and getting the wrong idea.
[Because, as far as he knows, he's still quite well known outside of Team Rocket- he has little idea that most of the people who knew of his identity have been sent home.
That and it doesn't hurt to be cautious, or in this case, overly neurotic, over the whole affair.]
